Windows 10 Technical Preview is a work in progress, and Microsoft began sending Build 9860 to enthusiasts and developers on Tuesday. The new code's estimated 7,000 changes include a much-anticipated notifications function, as part of a new Action Center. Users who've already downloaded the Windows 10 Technical Preview may check for new preview builds as part of the “Update and Recovery” option. The download totals between 2GB and 2.74GB, depending on CPU architecture and language, Microsoft said. After installing, your PC will reboot and begin the provisioning process again, asking you for your Microsoft account. In other words, don’t have anything stored on that PC or partition that you’re not prepared to lose.

The U.S. Federal Trade Commission’s new chief technologist is high-profile digital privacy consultant Ashkan Soltani, a move that signals the agency’s growing interest in policing online tracking and other Internet privacy issues. Soltani will join the FTC in November and offer advice on technology and policy issues, including digital privacy, an area in which the agency has increasingly focused on bringing enforcement actions.

The future of wearable technology could involve strapping a few Big Macs to your body for convenient snacking. At least that's one possible conclusion from a new survey on wearables from PricewaterhouseCoopers. One of the survey questions asked the 1,000 respondents how excited they'd be about wearables from various brands. While Apple unsurprisingly came out on top, the bottom of the list is much more interesting. Apparently, 18 percent of respondents said they were somewhat or very interested in wearable technology from McDonald's—a surprisingly high number for something that seems beyond comprehension. The survey also found that 27 percent of respondents were interested in a Starbucks wearable, and 26 percent were interested in wearable tech from Coca-Cola.

The easiest way to operate your PC is with your hands whether you're navigating a touch screen, or using a mouse and keyboard. But for some people that's just not possible, especially when it comes to typing. Maybe you broke your finger or you suffer from a repetitive strain injury that makes typing impossible. Or perhaps you simply want to get work done while running on a treadmill. But just because you can't type doesn't mean you can't create documents. All you need is a microphone for your PC and Microsoft Word to take the stress off your hands and start using your voice. Here's how. Get started with speech recognition via the Windows Control Panel.
